NorthPoint Development has proposed offering $10,000 cash grants to every household in Hazle, Pennsylvania, in an effort to secure local approval for a planned 1,300-acre AI data center campus near the Pocono Mountains. TechRadar reported that the payouts are part of a wider incentive program aimed at overcoming community opposition to the facility.
$165 Million Financial Package Targeted at Local Community
The developer estimated that the direct household payments would cost $45 million. The proposal also includes an additional $120 million over 15 years allocated to local community projects and the municipal police department if the campus is approved. NorthPoint's chief marketing officer, Brent Miles, described the direct payout strategy as a radical approach to providing clear benefits to nearby residents. Letters detailing the $10,000 offers were distributed to households in June. The median household income in Hazle is $60,000, compared to a national median of approximately $87,000.
Community Opposition and Environmental Concerns
Despite the financial incentives, local residents have largely rejected the offer, with many characterizing the payments as a bribe designed to create divisions between nearby homeowners and those living further from the site. Residents living adjacent to the proposed footprint expressed concern that the campus could lead to lower property values, excessive noise, and localized pollution.
The dispute in Hazle reflects broader national opposition to rapid AI infrastructure deployment. Communities across the United States have raised concerns regarding data center energy demand, potential water supply depletion, noise pollution from gas-burning turbines, and environmental impacts on surrounding ecosystems.
