The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the ₹10,000 crore SME Growth Fund to supply equity and growth credit capital to small and medium enterprises. Initially announced in Budget 2026-27, the initiative targets high-potential companies operating across technology, manufacturing, services, and strategic value chains.
Addressing the Mid-Stage Capital Gap
The fund is structured to address a structural financing shortfall in India's business ecosystem, where existing capital mechanisms overwhelmingly favor micro-enterprises or early-stage startups. Under the approved framework, the Indian government will commit the ₹10,000 crore allocation into Alternative Investment Funds, which will directly invest in expanding SMEs.
Participating enterprises can utilize the capital to scale manufacturing capacity, integrate advanced technology, enter export markets, and plug into international supply chains.
Prioritizing Manufacturing and Regional Hubs
A majority of the fund's total allocation is earmarked specifically for manufacturing-focused businesses. The program also prioritizes industrial clusters located in Tier II and Tier III cities to boost local value addition, reinforce regional supply chains, and generate employment outside major metropolitan hubs.
Broader MSME Policy Measures
The SME Growth Fund forms part of the government's broader 'Creating Champion MSMEs' initiative outlined in Budget 2026-27. Complementary measures include an additional ₹2,000 crore proposed by Finance Minister Nirmala Sitharaman for the Self-Reliant India Fund to support micro-enterprises, alongside reforms to improve cash flows using the Trade Receivables e-Discounting System platform.
According to Economic Survey 2025-26 figures, India's MSME domain comprises over 7.47 crore enterprises employing more than 32.82 crore workers. The sector contributes roughly 35.4% of overall manufacturing output, 48.58% of total exports, and 31.1% of national gross domestic product.
