Google Play Expands Subscription Billing With Usage-Based Charges, Mixed Carts and Team Seats

Google announced on September 29 that it is testing and rolling out new Google Play subscription capabilities for Android developers. The additions include usage-based billing, multi-quantity purchases, mixed carts, cross-developer bundles and new retention tools, although many remain limited to selected partners through the Early Access Program.

Billing Beyond Fixed Subscriptions

Usage-Based Billing is designed for services with variable costs, including AI generation tools. Developers can configure prepaid metered billing and let users automatically replenish their balance when it drops below a specified threshold. Google presents this as an alternative to rigid recurring plans, but the announcement does not provide broader availability dates or implementation requirements.

Multi-Quantity Subscription Purchase adds support for buying several subscriptions in one transaction and assigning them as seats to team members or students. The model targets productivity, education and generative AI apps that need group access rather than subscriptions tied only to individual purchasers.

More Products in One Checkout

Mixed Carts will let developers combine an auto-renewing base subscription with one-time products through a single API call and unified checkout sheet. This could replace separate purchase flows for combinations such as a membership and consumable credits, while also supporting targeted bundle discounts.

Cross-Developer Bundling extends that packaging model across apps. Developers will be able to create a single catalog item containing two or more complementary subscriptions, whether those products come from one publisher's portfolio or from a partnership between separate developers.

Retention Moves Into Google Play

Google is also expanding tools for managing cancellations and lapsed subscribers. Retention Offers can place developer-funded incentives inside the Play Store cancellation flow, while Plan Change can direct eligible users toward a lower-priced tier. Subscription Winback Offers are intended to reach former subscribers through the store, including people who have uninstalled the app and therefore cannot receive an in-app message.

The In-App Messaging API is already available to all developers for presenting billing-related messages inside an app. Separately, Google Play automatically applies measures including payment retries, attempts using backup payment methods for users who opted in, and reminders during grace periods or account holds. Google says its systems also seek to prevent abuse of promotions and billing cycles.

Availability Remains Uneven

The announcement groups together existing, newly rolling out and actively tested features. Google says many are available only through its Early Access Program with selected partners. Developers working with a Google Play partner manager can express interest as programs open, but Google did not specify when the experimental capabilities will reach Play Console more broadly.
