Europe’s AI Funding Surge Needs Enterprise Buyers, Experts Warn

European artificial intelligence startups attracted $23 billion in the first half of 2026, marking a 130% increase year over year and representing 55% of the region's venture funding according to a joint report by Crunchbase and HumanX published following the HumanX conference in Amsterdam.

Capital Versus Customer Adoption

Despite substantial capital injections, industry leaders at the conference highlighted that funding alone will not secure Europe's technological autonomy. Governments and large commercial enterprises must actively purchase and deploy locally developed technologies to create a sustainable economic growth flywheel similar to the one operating in the United States. Axelera AI founder and CEO Fabrizio Del Maffeo noted that a less established corporate culture of buying from startups leaves the region lagging in domestic value creation.

Stack Strategy and Specialized Hardware

Discussing Jensen Huang's five-layered AI stack framework encompassing energy, chips, infrastructure, models, and applications, executives argued that sovereignty does not require owning every layer. Del Maffeo stated that five-year-old Axelera AI focuses on the semiconductor layer, supplying inference chips to approximately 600 customers as processing shifts from centralized data centers to physical edge devices. Meanwhile, AI71 chief product and technology officer Mehdi Ghissassi suggested that competing at the capital-intensive model layer is impractical for most, pointing instead to specialized applications and the semiconductor layer as viable focal points.

Contrasting Approaches and Regional Limitations

Contrasting with Europe's structural challenges as a net energy importer lacking massive neural network compute and frontier labs, the United Arab Emirates benefits from abundant energy and high per-capita compute availability. Ghissassi described how Abu Dhabi-based AI71 partners with organizations for AI transformations, backed by government mandates requiring public agencies to establish agentic processes. Del Maffeo emphasized that Europe must leverage its research talent and population of 440 million to generate economic value rather than remaining primarily a service consumer.
