The Canadian federal government has introduced Bill C-40, titled the Canadian Corporation for Defence Investment Act, to transform the Defence Investment Agency into an arm's-length Crown corporation. Introduced by Procurement Minister Joël Lightbound, the legislation seeks to grant the agency greater operational independence and streamline military procurement, production, and industrial investment across the country.
New Operational Structure and Governance
Under the proposed legislation, the entity will legally become the Canadian Corporation for Defence Investment while continuing to operate under the Defence Investment Agency name. Moving out of its current position within Public Services and Procurement Canada, the restructured agency will sit under the Department of National Defence portfolio and report to a newly designated Associate Minister of National Defence for Procurement. Its governance model will feature an executive chairperson, a dedicated chief executive officer, and a board of directors that includes a deputy minister alongside up to two additional directors.
Consolidating Procurement and Production Capabilities
Formed approximately one year ago to address persistent procurement inefficiencies highlighted by the defence sector, the agency currently operates under chief executive officer Doug Guzman and defence procurement secretary of state Stephen Fuhr. By consolidating purchasing, production management, and targeted investment within a unified corporate entity, federal officials intend to reduce organizational fragmentation, improve continuity, retain specialized talent, and accelerate contract decisions guided by criteria established by the Department of National Defence and the Canadian Armed Forces.
Funding Alignment with Defence Industrial Strategy
The structural overhaul aligns with broader national defense financial commitments, including an $82 billion budget allocation set aside in the prior year to strengthen military capabilities. That broader funding initiative designated nearly $7 billion specifically for building out domestic defense industrial capacity under the Defence Industrial Strategy, an effort central to the agency's operational mandate.
