California Gov. Gavin Newsom issued an executive order directing experts to recommend stronger AI safety requirements within two months, including a possible mandate for a routinely tested mechanism that could shut down frontier models.

Measures Under Review

The expert group will consider requiring AI companies to host independent verification teams for regular onsite audits. It will also examine whether transparency reports and risk assessments should meet standards set by independent auditors.

Other proposals include mandatory reporting of critical safety events described as loss-of-control incidents. The shutdown mechanism remains a policy option for review, not an enacted requirement.

Existing Laws Move Faster

The order also tells a state agency to accelerate two recently signed laws. Those measures establish a framework for independent AI safety verifiers and create a California registry of AI auditors.

California Targets a Federal Role

Newsom is presenting California's approach as a potential baseline for national policy and has asked Congress and President Donald Trump to consider adopting the state's framework. He also raised the possibility on Wednesday of calling lawmakers into a special legislative session focused on AI.

The state action comes as substantial federal legislation appears unlikely in the near term, with the House in recess until November and the midterm elections limiting prospects for movement in the Senate, according to The Verge.
